ELIA (Excellence in Learning, Innovation, and Agriculture) is a pan-Mediterranean Centre of Vocational Excellence bringing together partners across 7 countries to advance learning, innovation and sustainable agriculture in the olive sector.

The olive tree is the most enduring symbol of the Mediterranean, a living thread that ties together history, ecology, economy and identity across the Mediterranean.
Yet the people who keep this heritage alive, from growers and processors to cooperatives and SMEs, are facing a profound shift: climate disruption, generational change, technological acceleration, and shifting consumer expectations. ELIA exists to give the sector the skills and infrastructure to navigate that shift.
ELIA is built around the four key pillars of the European Centre of Vocational Excellence model.
A modular VET curriculum, micro-credentials, sectoral research and pilot training in precision agriculture, climate-resilient farming and circular practices in waste and pest control for the olive sector (WP2, WP3, WP4).
Accessible learning paths for underrepresented groups (women in agriculture, learners from rural and remote regions, migrants, NEETs) and stakeholder consultations across all partner countries (WP2, WP5).
Cross-border collaboration between VET providers, industry, chambers of commerce and public bodies across 7 countries (WP1, WP5).
Long-term policy reform, recognition of new qualifications and sustainable governance for the olive VET ecosystem beyond the project lifetime (WP6, WP7).
Establish a cross-border innovation ecosystem linking VET providers, olive industry stakeholders, research bodies, and policy actors.
Target: 60+ stakeholders engaged in CoVE governance across 7 countries.
Develop and pilot a modular, flexible, and sector-specific VET curriculum integrating green, digital, and entrepreneurial skills.
Target: 10 modular units + 4 micro-credentials co-developed and piloted.
Design and validate a set of stackable, EU-aligned micro-credentials tailored to the olive production sector.
Target: 4 developed, 2 nationally recognised.
Launch national and cross-border mobility and apprenticeship schemes that integrate work-based learning with curriculum delivery.
Target: 140 participants in mobility/WBL.
Produce policy outputs and engage national and EU-level authorities to support the recognition and sustainability of results.
Target: 5 policy briefs and recommendations disseminated (1 thematic + 1 synthesis report).
The project is structured around seven interlocking work packages, each led by a partner with deep expertise in that area.
A more resilient, climate-aware and digitally capable olive sector across the Mediterranean, better equipped to compete globally and adapt locally.
A new generation of skilled olive professionals, recognised across borders through portable EQF-aligned micro-credentials.
A Centre of Vocational Excellence sustained beyond the project, with continued access to outputs and the online platform committed for at least five years post-project, and a long-term governance and exploitation plan to serve the sector beyond.
The Chamber of Commerce of Chalkidiki, Greece, is the coordinator of the ELIA consortium. It represents businesses and producers across the agri-food value chain in the Chalkidiki peninsula.
As ELIA's coordinator, the Chamber leads the strategic, financial and administrative governance of the project, ensuring that all partners across 7 countries deliver a single, coherent Centre of Vocational Excellence.
